Land mobile radio systems operating in the VHF and UHF radio bands must begin operating with 12.5 kHz efficiency technology by January 1, 2013. Licensees not operating at 12.5 KHz efficiency at that time could be subject to FCC enforcement action, which may include admonishment, monetary fines or loss of license.The deadline?January 1, 2013Get the details from the FCC directly: Roberto Mussenden of the FCC?s Policy and Licensing Division, Public Safety & Homeland Security Bureau, will discuss the FCC?s enforcement process. He will also address the waiver process for extensions beyond the deadline, including what the FCC looks for when evaluating waiver requests. Plus, APCO AFC staff engineer Steve Makky Sr. will discuss the likelihood of interference to and from neighbors caused by a 25 kHz system not narrowbanding by the deadline and the potential for resulting FCC involvement.

Roberto Mussenden, Federal Communications Commission
Roberto Mussenden is an attorney-advisor in the Policy Division of the FCC?s Public Safety and Homeland Security Bureau. He has degrees in computer science and history from Duke University (1987) and a law degree from the George Mason University School of Law. He has been practicing telecommunications law since 1996, primarily at the Federal Communications Commission. Since 2000, his primary focus has been on land mobile radio, with an emphasis on public safety issues.
?Steve Makky Sr., AFC staff engineer, APCO International
Steve Makky joined the staff of APCO International in 2009 and is involved in spectrum management, frequency coordination and interference issues. Before joining APCO, he experienced many of these issues first-hand while being an electronics technician, EMT, paramedic, volunteer firefighter, professional emergency manager and 9-1-1 coordinator in the Northeast and Midwest. Makky holds a Master of Science from Lindenwood University and a Bachelor of Arts from Concordia University-Wisconsin, and has been working toward a doctorate in public safety leadership.
